A Strategic Framework for Puerto Rico’s Economic and Agricultural Future

Introduction
Puerto Rico has the talent, the land, and the will to feed itself—yet we remain 85% dependent on imports. This isn’t just an economic vulnerability; it’s a matter of national security. We’ve seen what happens when supply chains break down. We’ve seen what happens when foreign interests control our food supply. It’s time to change that.

Our farmers already know how to make the land work—we’re not here to reinvent the wheel. What we need is a coordinated, large-scale plan to empower local producers, optimize regional agriculture, and create a food system that works for Puerto Ricans first.

I. Strategic Regional Agriculture
1. Northern Highlands: Strengthening Root Crop Production

We already produce yautía, ñame, yuca, and batata—let’s scale it up.
Investment in regional storage & distribution hubs to stabilize market prices.
Tax incentives for farmers expanding food production for local consumption.
2. Southern Plains: Fast, High-Yield Greens & Hydroponics

Fast-growing crops like lettuce, cilantro, and cabbage thrive in the south—why are we still importing them?
Infrastructure support for hydroponic and aquaponic farms, reducing reliance on foreign produce.
Direct partnerships with restaurants, hotels, and supermarkets to guarantee a steady market.
3. Central Mountains: Coffee as an Export Powerhouse

Puerto Rican coffee is world-class. We reclaim that status by investing in sustainable, shade-grown production.
We build the ‘Café Boricua’ brand, elevating our farmers to compete globally.
Training programs for young coffee growers to keep the tradition alive.
II. Economic & Infrastructure Reforms
Land Protections: Agricultural land stays agricultural—no more selling farms to developers.
Tax Incentives: Farming is a business. Let’s treat it like one.
Cold Storage & Distribution Hubs: If we can’t store it, we can’t sell it.
III. The Bigger Picture: Food as National Security
This isn’t just about farming—it’s about independence. A country that can’t feed itself isn’t free. We stop being a pawn in foreign supply chains when we control our food production.

This is not a dream—it’s a plan. The farmers are ready. The land is ready. The people are ready. It’s time to make it happen.
